foreign language in title bar

at the very top of Internet Explorer where it should have the page I'm on it
appears in looks like chinese
 
See if this is relevant:

Title Bar Truncation
Title bar may contain garbage characters
Title bar truncated to 1 character.

Do you have the Google Desktop bar installed?
If so, try uninstalling/reinstalling it.
It has been reported to sometimes produce truncation of the title bar
text.
