Foreign character

In the past, when I receive email from Europe (e.g., Spain, Iceland, and
others), I see the foreign characters nicely on the screen.
I did not do anything about language options.

Recently, my computer was reformatted and re-installed everything.
Now, I do not see the foreign special characters on the screen.
Today, I received an email from Iceland. My computer replaced its special
characters in to different character.

Could someone advise me how to fix this problem. Thanks. Roman

You need to download and Install the Multilingual User interface package
from the link below and install Spanish and Iceland languages to be able to
read these languages and you can write if you have the Keyboard layout set
for it:
