I know that the following key permits the applications to steal the focus

The Reg_Dword values can be found at
HKEY_CURRENT_USER\Control Panel\Desktop
Set both Reg_Dword values to zero

But is there a way to set this to ALL EXISTING or NEW PROFILES
in windows 2000?

Right now we have to go on each workstation and each profile
and change the key.... We want to simplify the process.

Is there a way?

You can create a profile the way you like it, then while logged on as
another user (with administrative rights) Control Panel|System|User
Profiles, select the profile you adjusted, Copy To, Browse to
%systemdrive%\Documents and Settings\Default User
Change "Permitted to use:" to "Everyone"
OK

The problem I have is that policy profiles in our company are
pushed from the domain controller. Will this conflict
with the one I will create?

Thanks

If you can manually adjust the user profile setting and the policy isn't
overwriting it then I would say probably not; but ask this of your systems
administrator.

Either through the use of a *.reg file (requires the user to be a local
administrator) or possibly group policy. Again ask your systems admin.

The problem is that either solution will not work for us.

1- users are not local admins
2- Domains Admins will not give us the right to have a group policy...

Other idea??

Hey,

I was able to create a Default User profile and the registry key
works now for all existing and new users.

My only problem.... is that window will still flash if I was moving
the mouse while the window tried to pop!!

What could fix this?

The solution depends a lot on the details of the issue. Possibly using
appactivate or get with the application developer on this.
