forcing users to respond to meeting requests

I need to find a way to remove the option to 'not send a response' when the
user receives a meeting request. When the users elect to not send a response
to the meeting request, the tracking options are all shot to hell for the
meeting organizer who then has no idea of who is attending or not.

I would like to disable the option to 'not send a response' and require the
recipient of the invite to 'send the response now' or 'edit and send the
response' .
 
Why not write it into the employee handbook that they must send a response
or risk losing their jobs?
