Forcing New Page

I have a report in which I am trying to force a new page with each group
header change.
I changed the Force New Page property for that section to "Before Section"
but it doesn't seem to work.
Why not?
 
Well, it seems as if it does "print" that way, but it doens't show up like
that when viewed on the computer screen.
No response needed.
