I am having some trouble with forcing the details view in all file exploring
windows. I have gone into folder optios and clicked 'apply to folders' but
still sometimes i am getting icons or list, etc. this is quite frustrating.
So is it do-able in Vista. It was very easy in XP, once you click 'apply to
all.... that was end of story.

Under Vista, you'll notice the wording is slightly different:

"You can apply the view (such as Details or Icons) that you are using for
this folder to all folders OF THIS TYPE."

'Type' referring to the available templates: 'All Items', 'Documents',
'Pictures & Videos', 'Music Icons', 'Music Details', and 'Contacts'.

So, you need to use 'Apply to Folders' once for EACH TYPE. You don't need
to seek out each type of folder -- just cycle any normal folder through the
various templates (except for Contacts, only available in Contacts), and use
'Apply to Folders' after each view is set the way you want.

Can I define my own "type" (template), say for incoming and suspect
material? Something like...
- disable indexing and thumbnail caching
- no metadata handling
- List view
- show hidden files and all file name extensions
- do not extract icons from files (even/especially .EXE)
- a particular "risk" icon; say, the yellow ! triangle
