Force signed drivers only

Hi - is there any way I can boot Windows XP in normal mode (not safe) but
only allow signed drivers to load? Specifically I don't want to do this
through group policy.

I work with a company that uses XP and has pushed out a policy to allow
unsigned drivers to install silently. I can't change this policy. But if a
machine is already compromised, can I pass something to the boot process to
prevent loading unsigned drivers into the kernel?
