Whenever someone sends me an email in plain text and I reply, how c an I
force Outlook XP to force the reply in HTML? This causes my HTML
Signature to reflect PLain text....annoying!!!

you'll need to change it to html yourself. Word of warning - don't.
Generally when someone uses plain text, they have a reason for using plain
text and you should only change it to html for a *very good* reason - the
ability to use font formatting to make a point or improve readability when
you are quoting several people is a good reason, so your signature looks
good is a bad reason... and it's entirely possible they may convert it to
plain text on their end anyway or use a mail client that doesn't support
HTML.
