Force Page Refresh

This may be more of an HTML than FrontPage question but I'm hoping someone
can help.

I'm using FP 2003. Is there a way to force the user to download a new page
every time they visit the website?

When I publish the site and then visit it I still see the old copy of the
page that's cached in my browser.
