Force IP Change

I have a Windows 2000 Server that has two NIC cards, one internal (with a static IP) and one external (hooked up to my Cisco router that has multiple external IPs); how can I get my external NIC to dymanically change it's IP address, without using the IP that it just had been assigned? Would a Windows 2000 DHCP server do the job?
 
If you have Windows 2000 Server you have the DHCP Service. Start | Settings | Control Panel | Add\Remove | Windows Components. It's in there. Have the Windows 2000 Server CD-ROM in the drive.
