How can I force using group policy all users' IE cache to clear when they
logoff?

Have a look at the Internet Explorer Maintenance Mode.
User Configuration\Windows Settings\Internet Explorer Maintenance folder.

I did, but I can't find a relevant setting.

Take a look at Advanced/Internetsettings/advanced Settings scroll down to
Security.
(translated from a German Version, but I guess you get the point ;))
