Force frequent refresh on active desktop

I want to force the refresh every 15 minutes of a weather satelllite
image I've put on my desktop.

The link is http://sat24.com/image.ashx?country=it&type=loop&sat=vis

The more frequent Xp choice by menu is one a day !!

I was obliged to create a new web page and link the image from it ?

You would be better to write a script which downloads the file, and makes it
your wallpaper. AutoIt shuld be suitable.

The Active Desktop is basically a recipe for trouble. Turn it off.
