Forbidden IP address

Can anyone tell me how to fix it so I don't get the error
message about my ISP not allowing me to visit that site?

Hi,
It might be this:
Error Message: Access to the Resource 'HTTP://<Location>' Has Been
Disallowed
http://support.microsoft.com/support/kb/articles/q250/9/15.asp
But if your ISP has forbidden access to a page, there is not much you can
do, except connect with another ISP.
