Forbid everything to users, not to administrators

I have windows 2000 professional with SP4.
I wont, with GPO, to forbid everything to users (like control panel, Hard
drive C ...)
and when administrator log on I wont to have all functions.
When I make some changes all users suffer.
Please help me to solv this problem.

but I need this solution for standalone pc (workgroup)
In the domain there is no problem filtering scope of GPO.
It is my mistake, I forgotten to write down that my pc is in workgroup.
If you know how can I filter scope in local group policy please post it.
