Shut Down: Sometimes a machine won't shut down. This can be caused by a
failure to be able to close out a user profile or account.
MS has a User Profile Cleaner program that often helps, called UPHClean.

For Startup problems, especially slow startup, a program called regmon.exe
has the ability to show what's taking how much time and when, plus the
ability to optimize (rearrange, NOT rewrite) the relevent registry calls
which can drasitically improve boot times or at least show the dogs takin up
all the time.

Both are available from their authors or all over the net; they're mirrored
all over the place, so simply search to locate them. I -think- regmot is
from either grc.com or sourceforge.com, not positive. UPHclean of course,
is MS.
