Does the use of endnotes, with bookmark links from the text to the
endnote and the endnote back to the text, dilute the Google rating of
a page?

In other words, does the existence of these internal "links" reduce
the importancxe of the page or impede the Google crawl? Is there a
rule-of-thumb limit on the number of such links that should be
observed?

Chuck,

I would not think that the presence of bookmarks in your page would have a significant impact on your search engine ranking. Since you are concerned with Google Rankings you might want to post the same question in a
google newsgroup like : google.public.support.general.
