Using Windows XP how do I get a small font size all I can
find is normal, large and larger and my program requires
small.

The default setting in previous versions of Windows was "Small." It is now
"Normal." Despite the name differences, the default settings give the
same results. Display> Settings> Advanced> General> Display offers a
Custom Size option. Use it to increase or decrease the global font size.
