Just to follow-up so others can benefit.
I'm using WinXP Pro and WinXP Home (both w/SP1 and MS updates) and needed a
virtual CD program. Several were suggested which I downloaded and tried
with the following results:
1. DAEMON Tools. Did not load since the author specifically states on his
site that there is a big conflict (crash) between the DAEMON Tools and Easy
CD Creator 5 which I have installed.
2. Hekko Virtual CD loaded fine, appeared to work and made an .hvd image of
the data CD's we wanted to use but could not open the files. Tried several
times - obviously overlooking something but could not get it to work.
3. WinXPvirtualCDcontrolpanel - a unsupported power tool by MS worked great!

4. You need an ISO recorder program so you can make ISO image files of the
CD's. Author states the present version will not work on WinXP SP2 but will
have an update by the time it's released. It works fine on SP1.

There are probably a number of other programs out there that will do the
same thing but programs 3 & 4 above worked just fine for this situation (7
data CD's containing PDF files that are accessed via an index.html file).
