Follow up flag on outlookXp and exchange 2003

I have a user with officeXP who connects to ExchangeServer 2003. On
PublicFolder there are messages that before (Exchange 5.5) had the followup
flag active, so he could used to change the status of it indicating that he
allready worked on that message.
Now, the system has changed. The Exchange is 2003 and the user can't use the
FollowUp flag!

What can I do?
