Folders will not open

This problem started after my brother got onto his (limited) account and went
off on the internet for a bit.

now everytime i double click on a folder (or try to use Windows Explorer)
the screen flashes to where only the background shows for about 3 seconds,
then all the desktop icons reappear.

it acts as if i had just logged on when this happens. what i mean is, when
this happens, my system tray starts off empty, then fills with my normal
running programs.

does anyone know what to do?

coincidentally, i can still run programs (that i can execute from the
desktop) and connect to the internet.

this happens on all my accounts except Administrator, and during safe mode.
 
after extenuous seraching, i fiugred out that Spy Sweeper was the culprit.
i still dont know why it was happening, but after uninstalling it, the
problem went away.
