Folders change view

I have customized my folders in explorer to usually
display detail view. But I want the control panel to show
icon view. I set all folders to detail view using menu
tools/folder options/view apply to all folders. Then in
control panel set view to icons. Seem to work fine and
then conrol panel stated reverting to detail view. also
some folders where I had the folders button depressed on
the standard toolbar also seemed to revert. Think it
happens when I reboot but also may be happening while
running.
 
Ran this tweak. Dosn't help the problem where the
position of the folders button of the explorer stand
buttons toolbar isn't remembered. Dont't know yet about
the detail view.

Line 30. (Windows XP Doesn't Save User Settings)
 
Don't think that will help. Tweak 30 sets the variable to
0. I checked ther registry and itt is already set to 0.
The first tweak seems to have fixed the prob with detail
view, but now along with the folder button prob some
folders seem to open maximized where they didn't before.
