folders are read only

Can any one help please.
After re-installing XP pro. all folders are marked read only on
both drive C & D
using the traditional properties to uncheck the read only box does not do
the trick

No one else can post or save any files on my home network because of this.
My Simple File Sharing on system ATM is not checked
