Folder Shortcuts not working

I posted this yesterday through Google Groups, and I really thought I
saw it posted, but now I can't find it.

Anyway, I can't get a Folder Shortcut to work. Am I missing something?
I'm creating a Folder Shortcut as described in the Annoyances books
and elsewhere, but whenever I double-click to open the folder it just
has the desktop.ini file and the shortcut to the other folder.

I create a shortcut to a folder (it says Shortcut to ...).
I create a new folder I called testfolder.
I placed the shortcut inside the testfolder.
I created a desktop.ini with
[.ShellClassInfo]
CLSID2={0AFACED1-E828-11D1-9187-B532F1E9575D}
Flags=2
ConfirmFileOp=0

I assigned the desktop.ini the +S and +h attributes and closed the
folder. When I reopen the folder I just see the hidden file and the
shortcut.
 
1) The shortcut needs to be named "target"

2) The folder needs its system attribute set via command prompt

Have these conditions been met?
