Folder Redirection and GP application

I am having a problem with the application of Group Policies for certain
users. When the user is a member of the Users or Power Users local group GP
are not applied and neither are the folder redirections. Also, it doesn't
seem their profiles are loaded properly and certain changes to desktop,
themes, etc.. are not saved. Their heme defaults back to the standard win2k
look with no desktop background and typically the startmenu is blank except
for the all programs list.

We have a win2k SBS server with SP4 and the clients are WinXP.

Any help would be appreciated.
