Folder Properties is not working

I have purchased a DELL with WinXP Pro. When I right click on a folder in the Explorer, and then click on the properties option , nothing happens. If I do the same on a file, the normal window shows up telling me the type of file and size etc
Anyone experience this and know the reason why

Thanks for your help.
 
If you have Internet Information Services installed, uninstall, then reinstall it.
