Folder problem in XP

I am having a bit of trouble with Windows XP. Whenever I go into a folder and
click on File (for example to create a new folder within the current one)
windows xp just hangs, I have left it for 15 mins at one point and it still
doesn't do anything just get the egg timer.

Does anyone know what causes this and what i can do to fix it?

Clicking the "File" menu in Explorer displays the same shortcut menu that's
shown when you right-click an item/empty area in the folder. See if the
following information helps to resolve the slow right-click problem.

You may experience problems in Windows Explorer or in the Windows shell
after you install security update MS06-015:
