Windows XP is not designed that way.
For that feature, you need a 3rd party program.
You can use individual profiles and permissions to control access to data:

Winzip will password-protect zipped files, otherwise go to Google....

You don't password them. You right click the folder you wish to secure
and click the Properties menu item. Go to the Security tab and
tick/untick the relevant boxes depending on the access you want the
user accounts to have.
You can only do this if you are using an NTFS file system. If you're
using a FAT file system then you're SoL (unless you can find a 3rd
party program on Google or something).
