when I try to open "Folder Options" under Control Panel I get the message "
Choose the program you want to use to open this file" !!??? How ro solve
this??

The problem remains, when click "folder options" (windows XP Professional)
under control panel I still receive the same message "Choose the program you
want to use to open this file"

Please try in both Normal mode and Safe Mode, if Normal mode fail try safe
mode.
1- Please do the following:
Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[-] Windows Components
[+] Windows Explorer <= Click on this then look in the right Pane/Window
for this option:
* Removes the Folder Options menu item from the Tools menu <= set to
Not Configured or Disable it.



Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoFolderOptions" Edit if the Folder
Option is set to 1 set it to Zero.

[-]HKEY_LOCAL-MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer =
In the right pane/Window locate this "NoFolderOptions" Edit if the Folder
Option is set to 1 set it to Zero.

Yep, thanks for the Head up, I should mention this just in case the OP
having XP Home Edition.
The registry should sort it out hopefully or else scanning for malware and
viruses will be next step for the OP.

The problem remains I tried everything but it doesn´t work I checked all the
icons in control panel and "TaskBar and Startmenu" shoes the same problem. I
also run sfc /scannow to be sure that all the files are ok, also all the
changes were made both under nomal and safe mode.

You may experiencing a profile corruption/damage, so try to create anew
profile and test to see if it is profile corruption or a repair/install of
the operating system.
How create a new profile:

Note if you will go to Repair/install please uninstall IE7 if you had
installed on the system.
