Yep, thanks for the Head up, I should mention this just in case the OP
having XP Home Edition.
The registry should sort it out hopefully or else scanning for
malware and viruses will be next step for the OP.

when I try to open "Folder Options" under Control Panel I get the
message " Choose the program you want to use to open this file"
!!??? How ro solve this??
Please try in both Normal mode and Safe Mode, if Normal mode fail
try safe
mode.
1- Please do the following:
Open a run Command and type in:
gpedit.msc click [OK]
On the group Policy locate this option under:
[&] User configuration
[-] Windows Components
[+] Windows Explorer <= Click on this then look in the right
Pane/Window
for this option:
* Removes the Folder Options menu item from the Tools menu <=
set to
Not Configured or Disable it.
Another the registry by opening a run command and type in:
regedit click [OK] and on the Registry editor locate this Key:
[-]HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
= In the right pane/Window locate this "NoFolderOptions" Edit if the
Folder
Option is set to 1 set it to Zero.
[-]HKEY_LOCAL-MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
= In the right pane/Window locate this "NoFolderOptions" Edit if the
Folder
Option is set to 1 set it to Zero.
"Single-click to open an item" in the Folder Options is grayed out
