Find Folder Options by opening My Computer, then clicking Tools on the menu
bar.

Deleted, hidden, etc...

Start
Run
Type "control folder"

Does that do the trick?

I believe that's one of the folders/files covered by restore so you should
be able to restore to a time prior.

Use TweakUI and see under Control panel that mmsys.cpl is checked.

If checked, try re-registering it:

regsvr32 mmsys.cpl

NoFolderOptions policy hides the "Folder Options" applet in the Control
Panel, and the "Folder Options" sub-menu under Tools menu in Windows
Explorer. To get the option back, (For stand-alone systems) follow this:

Start Regedit.exe and navigate to:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
-and-
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Backup the keys, and delete the "NoFolderOptions" value in the right pane.

You're welcome, via135. Note that both the restrictions (NoFolderOptions &
DisableRegistryTools) may have been enabled by a Malware. It's a good idea
to run a thorough check.

I've been following this since I sent in my first response. (I autoconfigure
it to watch but this is a potentially interesting one. Where I learn I grow
and this has that potential.)

As Ramesh said, check for malware. You may have cured the symptoms but the
problem may well "kill" you even though you feel fine. My link here isn't
ideal - I do REALLY need to update some. So, really, this is one of those
instances where I'm compelled to echo another person and say VERY strongly -
check for malware.

That /should/ still do you, the link needs to be updated with new content
and there have been quite a few changes but it likely won't be until
November when I get some updates done, sorry and hit me via email if anyone
can think of stuff to add. :)
