folder names preceeded by and ending in "$"

I have a series of folders in my Windows folder that have filenames such as: $NtUninstallKB820291$ . All are preceeded by and end in the dollar sign, and have "NtUninstall" as part of the file name.

QUESTION: can I delete these folders? Are they necesary or are they some sort of temporary folder?

They are install/uninstall folders for Windows Update--you can delete
them,but if you do the updates cannot be uninstalled.
