Folder management

Recently, my computer stopped allowing me to change the name of or delete
folders. For example, when I try to create a new folder in which I will file
various documents, I click the Create New Folder tab and a folder appears.
The words "New Folder" appear blinking where the name should go. When I type
in the name I want to give the folder, and hit Enter, it retains the name
"New Folder". If I right click on the folder, and select "Rename", the same
thing happens. If I right click on the folder, and select "Delete", then hit
Enter, and say Yes to the query about sending the folder and its contents to
the Recycle Bin, the folder remains where it was, and retains the name "New
Folder" or, if it is the second one I've tried to create, "New Folder 2".

Any ideas about what is wrong and how to correct it?
