Folder Action?

I changed the icon to open my file folders and the action changed to a
burning program. I can't open any folders now, so I need to know what the
application is for opening folders.
 
Type in Start Run

regsvr32 /i shell32

That dialog has a bug and you need to type above after editing File Folders or Drives.
