Its a way of designing pages to give the illusion that it adjusts to the viewer's viewport - rather than a fixed width table of lets say 750 px, you'd have a table that collapses in the center...makes it look like the page is adjusting. You have to do a little math and make your left and right column images the proper width and still leave room in the center column for the page to collapse.
