Do I need a floppy start up disk with Windows XP like I did with Windows 95
and 98.

Abilities MAY very depending on how your computer's manufacturer set up
the operating system.

Many computers that are up to running Windows XP are able to boot from
the Windows XP installation CD that came with the computer and reinstall
or repair the software installation from that CD and any other CDs that
were included for reinstalling bundeled applications. Some manufacturers
have brand specific CDs that restore the computer's hard drive to the
same content it had when the computer was shipped from the manufacturer.
Another group of manufacturers like to put the reinstallation software
in a hidden partition on the computer's hard drive.

No, provided that your PC can boot from the CD drive. If the machine is
incapable of booting from the cd the boot up floppy disk sets are
available at :-
