Floppy not working

When I try to access the floppy on my dell laptop using
xpp the system replies that the floppy is in use.
Everthing is closed, I have removed and reinstalled the
floppy. I put in a new FD.
 
Things change all the time, but hardware has not changed.
It is XPP, anything could have happened. I am assuming
that the problem is in registry??? or something.

I've been wanting to get this off my chest for a while and this seems
like a reasonable oportunity. I have used floppy disks since the old
Radio Shack TRS80. (At least that is what I think the model was.)
Anyway, under DOS, OS/2 and Linux I never, well almost never, had or
heard of anyone having many problems with them or their drives except
for perhaps mishandling the floppies themselves or failing to clean the
drives now and then. Now, along comes XP and each week we hear on this
NG of people have problems with their drive A's. Does anyone know, for
sure, why XP and floppies don't seem to get along?
