Floppy drive works in dos / safe mode, but not in windows

I have a problem with my floppy drive, it works perfectly
in MS-Dos mode (but not the windows dos prompt) and safe
mode, but not in Windows 2000.
I have tried both windows 98SE and windows 2000. In safe
mode, windows forces the drive to use 'an ms-dos
compatibility mode' for the floppy.
Can I force windows to use this mode all the time?

If you have access to a computer running Windows XP, copy Msconfig.exe from
it and copy it to the Windows 2000 computer. Run the utility, choose
Selective Start, and uncheck Startup Items. Next, click the Services tab,
check the option to Hide all Microsoft services, then uncheck any remaining
items. Click OK and allow the computer to restart. Check the floppy drive.
If it works properly, use Msconfig to add items back until the problem
reappears.
