Floppy Drive Problem

My floppy within WINXP keeps asking me if I want to
format the disk (whether or not a disk is in the drive).
When I run "Create MSDOS boot disk" in the format process
it goes through the motions but when I try to look at the
files on the disk, it says the disk is not formatted.
The strange thing is I can then reboot the computer and
boot off that disk, so the problem is not with hardware,
bios, cables etc. The problem is with the OS. I've
tried the solutions in the Microsoft KB, the solution
with the VIA 3mode controller but nothing works. I'm
using a Panasonic floppy, brand new. Any help from
someone whose had this problem would be appreciated.

I have a lot of problems with XP and floppy disks to.
I came to the conclusion that XP just plain don't like floppy disks.
Got a burner and try to put everything on CD.
Don't know what else to say about other then you can try it the next day and
it will probably work, or reboot and try it.

The files are system files and they are hidden ie: not visable.
