Floppy Disk Drive

MS XP Pro refuses to recognize HD formatted 3-1/2" disks
and continues to ask whether it should format it. I now
have the same issue with a hard disk that's been
formatted to NTSF - why does XP insist that these disks
have not been formatted?
 
We are having the same problem in a university computer
lab. Many problems, no solution.
