Tammy...
I have basically the same problem as you, and the
Microsoft Knowledge Base article #811839 explained it
exactly and their article #811840 gave very detailed
instructions as to how to fix it...BUT IT DIDN'T WORK.
Maybe it will for you, and/or, maybe you can tell me
something useful that you have since learned about
resolving this problem of a diskette drive not functioning
once XP Pro has been installed. Thanks to you or anyone if
you can help with some direct information back to me at

.

When trying to access files on a 1.44MB diskette, I can
see them, but they won't open. Ditto for trying to copy to
a 1.44MB diskette. The same message appears..."Cannot open
(file name). The request could not be performed because of
an I/O device error."
The MS Knowledge base search gives me #811839 which
acknowledges the problem, and refers to fix on #811840.
That is entitled "How to change the PromoteLimit Value for
the Transition from C2 to C3 Power States". It is way over
my head, but explains that six changes must be made in the
registry, which I carefully did and re-checked, and that
fix did not work...What the heck do I do now ?
