It's a Presario 7470, K6-533Mhz, 20GB, 64MB

Won't do nothin'

Water got half way up the case (i can see the water line) and got right up
to the very bottom of the HDD and a little way into the PSU (145watt,
standard shape tho)

I just cheked the memory and HDD, they work. I have a spare 250watt PSU if
that doesn't work.

This thing will take a mATX mobo. How about a cheap Soyo 7IWM/L + Celeron
1GHz combo that everyone is selling for $64 shipped? It takes only LOW
DENSITY MEMORY tho. I could put three 64MB sticks in it. 192MBs will run
WinXP not too bad. Most 64MB sticks will run at 100MHz, I think.

right PSU

Nope. I'm assuming it ain't worth bothering with. Better to uprade the CPU
and mobo.

The CD-RW and floppy were high and dry.

Ain't covered.

BTW, anyone know how to test a PSU (not connected to mobo) with just a VOM
meter? How can it be switched on? Or ain't that kosher without a load.

Got it working...don't really know how, just by cleaning. Either the power
switch connection or battery was dirty. Who'd a thunk?

There was a good online guide to doing this using a 3.5digit multimeter
along with a resistor or two to simulate load. A google search turns up
a bunch of possibilities, but you have to search with a half dozen or so
keywords to get the right type of results.

One possibility would be to buy one of these (or similar from another
manufacturer):

A google groups result may also be of some help (like I said, there're
bunches of results):
