Flashing windows

Ok, this is more annoying than anything, whenever i have multiple windows
open, the windows will flash, for no apparent reason, their might be
aactivity going on, but nothing they would require my attention.. is there a
setting that i can disable that or what can i do?
 
It happens when i have one window open, IE flashes whenever i open a new window

It may be that the window is trying to "steal focus".
Download and install Microsoft's TweakUI here:

http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx
You want the 147 KB version on the right - scroll down.

After installing, open the program and go to:
General
Focus
Check the box 'Prevent applications from stealing focus'

I installed the app, and checked the box, unfortunatly it's still blinking. I
don't get it, it was fine and then one day the windows start blinking. It
happens when i open a new window, or when i make a change to a window, kind
of like it's letting me know that it's there and it's doing something. lol i
don't know
