Flashing orange messages in taskbar

Is there a way to turn off the flashing orange message
feature that shows up in the taskbar when there is a
message behind the main display?

Sometimes I am working on Word and all of a sudden the

Outlook taskbar starts flashing orange. At that point I
cannot get into Outlook and everything starts to run
slow. What does the flashing orange mean and how do I
turn it off?
 
The flashing orange is to get your attention to that program, if OE maye you
recieved new mail etc. or you opened the program and switched to another
window and it is letting you know it has finished loading
Dont know how to diable, sorry
