Flash maker ?

Dreamweaver might be overkill for just making Flash files but it most
certainly can make them.

depending on the file type you want to make.. try the swishzone products.

I think it's swishzone.com, but you may need to look it up.

How does Dreamweaver edit Flash files..

I know it can do limited flash buttons and tags but the buttons were still
designed in FLASH

OpenOffice.org can make swf files from presentations. I don't know what
you want exactly but mayby that is enough?
