flash creation

Well, there are some other ones for very specific tasks, but these are all
limited in heir creative possibilities.

There are a few banner makers, but afaik they have a list of pre-build
animations and/or effects. You wouldn't get any thing 'origional' out of it.

IMO flash should be either usefull for the visitor, or realy add to the
design. to be 'allowed' prefabricated banners are neither.

But then again: it is your site, so you're free to use it.

If you're looking to post a PowerPoint type presentation as a flash
file, the Presentation module of Open Office 1.1 will export a ppt as a
Shockwave Flash (*.swf) file. If you're looking to create a flash
presentation from scratch I don't know of anything except Power Bullet
that will do that (except the Macromedia payware).
