Flash Components in IE6 require activation - why?

When I load a web page containing a Flash component, such as a menu or a
roll-over effect, I am asked to "Click here to activate and use this
control".

How can I permanently activate all possible components so that I don't have
to do this one-at-a-time again?

This requires the web page author to change the way the Flash components are
referenced in the page:

However, a lot of web author's don't know about this, or can be bothered to
make the changes. It doesn't help that many sites are built using tools like
Dreamweaver or FrontPage which always use the previous method to insert
objects which is now somewhat crippled. But you can blame Eolas for this -
not only did they force MS to change how IE handles the object references,
they have deliberately not enforced the same requirement on other browser
developers, and so the problem doesn't affect 100% of users. Those authors
who only test with a non-IE browser, eg. Mozilla, never see the problem and
so often don't often realise what has happened.
