Fixing borders so extra lines cannot be added within them

We use a document on word for doing reports, there are two per A4 page it is
set up with a border and the tutors are supposed to type within this set area
but some put extra lines in and mess up the formating of the report. How can
I fix it so this cannot happen.

If this is some sort of a form, you can use table cells with fixed
dimensions to prevent people from messing up the layout.
