Fixed IP's, VPN, and RRAS

using VPN to my SBS2K server, I have found I cannot connect to network
resources apart from the server itself if they have a fixed rather than DHCP
assigned IP address.

Is this by design?

Do you mean the CLIENTS cannot connect to resources if the CLIENTS have
static IPs?

I mean the VPN clients cannot connect to other resources on the network if
those resources have a fixed IP.

VPN client----------RRAS server------------application server with fixed IP

in above VPN client can see the RRAS server but not the application server.
If the application server has a DHCP assigned address it then becomes
visible.

When you ping the application server, DNS works and resolves the address but
then returns the message "request time out"

My first thought would be along the lines of DNS or WINS servers IP addrs
not specified either on the VPN client or the App Server or both. When it
works when DHCP is active on the Application Server, DHCP is most likely
giving the server the WINS or DNS IP automatically. But I always learned
that you always want your server to have a static IP.

My second thought would be along the lines of FIREWALL PORTS being blocked
for NetBIOS. Ports 137-139.
