Fix of constant installing of SDF 1.3 when deploying yet?

Is there a fix for this problem yet? After installing SDF 1.3, it asks
to install again twice everytime i deploy our application.

It seems that it would be easy enough and annoying enough that someone
would have fix for it yet, but I have been unable to find one so far.

I too am interested in finding a fix for this! Four times in a row
everytime I run the app. It gets old real quick.
