fix for ping request timed out?

I'm having trouble connecting to an online banking login page after a
reformat and fresh install of W2k plus a new ADSL connection with a
new ISP. My browser won't connect, and when I ping to its IP address
207.194.161.163, the request gets timed out. Any suggestions on a fix
gratefully received.

Pinging the banking server won't help. They will probably be blocking ICMP
traffic. Start at the beggining in regards to your network connection. eg.
1. Check your TCPIP config.
2. Can you check your email?
3. Can you connect to your ISP's home page?
4. Do you need a proxy configured?
5. If the above all work, can you do a tracert to the bank's server (this
will stop several hops short of the server).
 
Thanks for the reply. My TCP/IP is fine since e-mail and all other web
pages come in fine, including my ISP home page. The only time I used a
proxy was when using Webwasher, but I uninstalled it before I did my
reformat/reinstall of W2k.

I did a tracert to the IP address and the first line reads:
16ms15ms <10ms 10.200.0.1. The next lines are all timed out.

I'm over my head here, so forgive me for being dim.

Hi Paul,

tracert uses ICMP like ping.exe so this only tells us the first router on
the path that blocks ICMP. What about other secure (SSL) sites can you get
to any of them? Was there a client piece to Webwasher that might still be
installed on the client? If so try removing it.

You will probably need to check the browser security settings. Contact
the bank and see what they require you to have set to authenticate.

Been there, done that. Apparently, all is as it should be under IE
Tools > Internet Options> Security.

Check your browser version and security level by going to Help -> About in
the menu bar.
Here is the help blurb from the bank. I can quit readily access
https://home.kscu.com with my browser (IE 5.5 SP1 with 128 bit encryption).
I have changed no settings from the default and use a transparent proxy.

browsers don't contain the latest security features and will not allow
access to our site. The best thing to do is to download the latest version
of your browser. This way you can access our site and other secure sites on
the Internet.

My version of IE is 6.0.2800.1106 with 128-bit security. I even
reinstalled a fresh download from microsoft, and the
https:/home.kscu.com site still doesn't come in. May I review?:

Everything in the IE - Tools - Internet Options - Security is fine.
Ditto in Advanced, where SSL 2.0 and SSL 3.0 and TLS 1.0 are checked.
TCP/IP is fine; my ADSL connection is whistling
Not using a proxy.
My hosts file is the default (127.0.01.)
Other secure pages come in fine, such as
https://www.pcbanking.cibc.com/english/servlet/SignOn and
https://www1.bmo.com/cgi-bin/netbnx/NBmain

I have my newly installed 2k pro, fro wiped clean hd, back for three weeks now. I use MSN as my provider. I can not get to them by usig the 'butterfly'. They have tried to get me on with no avail/ They told me that my winsocks were not installed. My tech and I had a round over it, so had a new pc tech take a gander. he refreshed (reloaded) my os. I can stillget on the net, to most all sites, but can not stillget to my mail and use msn. i get on the net with IE. One of the techs also used a command from the c prompt,netsch reset log. (i have it all written down). anyhow system sad it could not find the command. HELP?! IDEAS?!
 
Turns out the trouble is on my ISP's server. At first they denied it,
but then I took my tower to their office and made them try it. Some
red faces, and after 4 days, they still can't fix it. I may switch
ISPs...
