when i use my firewall in XP I find that I am unable to open certain web sites. ie.... local news etc... why is this?

Maybe because you've not configured your firewall correctly. Have you RTFM?

As the firewall in XP only blocks incoming traffic there is no way it's responsible for you not accessing certain sites. Chances are that it has to do with your security configuration in IE more than anything else. }:~)
